About Advisory Councils on Women's Issues

MODEL REGULATION

I. GENERAL RULES

 

  1. This Model Regulation (hereinafter referred to as the Regulation) defines the main tasks, functions, and powers of the Advisory Councils on Women and Girls (hereinafter referred to as the Advisory Councils) within the system of the Ministry of Higher and Secondary Special Education. determines the order of organization based on the work plan approved in accordance with this Regulation and conducts work accordingly.
  2.  Consultative councils are constantly operating on the basis of the public, which provide socio-political support to women, protect their rights and legal interests, and also assist in the implementation of social and political guarantees reflected in the Constitution and Laws of the Republic of Uzbekistan. The composition of the advisory councils is established by the decisions of the meetings of the Ministry of Higher and Secondary Special Education, Regional Departments of Development and Coordination of Vocational Education, rectors of educational institutions and directors of branches, and the amendments to it are made by the chairman of the meeting.
  3. In their activities, advisory councils adhere to the Constitution and laws of the Republic of Uzbekistan, decisions of the chambers of the Oliy Majlis of the Republic of Uzbekistan, decrees, decisions and orders of the President of the Republic of Uzbekistan, decisions and orders of the Chamber of Secretaries of the Republic of Uzbekistan, Oliy and follows the regulations of the Ministry of Secondary Special Education, this Regulation and other legal documents.
  4. Decisions of advisory councils have a recommendatory nature.
  5.  In their activities, advisory councils adhere to the Constitution and laws of the Republic of Uzbekistan, decisions of the chambers of the Oliy Majlis of the Republic of Uzbekistan, decrees, decisions and orders of the President of the Republic of Uzbekistan, decisions and orders of the Chamber of Secretaries of the Republic of Uzbekistan, Oliy and follows the regulations of the Ministry of Secondary Special Education, this Regulation and other legal documents.

6.   Advisory councils operate on the basis of the principles of legitimacy, collegiality, transparency,   mutual cooperation and respect, equal rights, voluntariness and consideration of public opinion.

 

II. MAIN DUTIES OF ADVISORY COUNCIL AND FUNCTIONS

 

7. To ensure the effective implementation of the state policy for the support of women, to protect their rights and legitimate interests, and to increase their role and activity in the country's social and political life.

- to strengthen the role of women in labor teams, in the field of state and public administration, to help organize their targeted work in terms of social and legal support, and systematic monitoring of their opinions;

- timely identification of women's problems, compilation of address lists of women in need of assistance and women in severe social situations, including women with disabilities, providing them with socio-legal, psychological and material assistance will assist in providing rehabilitation tools;

- Preparing female students for family life, directing young families to social activity, among them engaged in socially useful work, example

wide promotion of life activities and lifestyles of women who have a role model;

 Cooperatively organizes work to ensure the effective implementation of the state policy to support women, protect their rights and legal interests, and increase their role and activity in the country's social and political life;

- on the observance of the principles of legality, social justice, and transparency in the selection of candidates for holding various pageants and sports competitions among women, for awarding the Zulfiya State Award and the badge of "Reputable Woman" exercises

- ensures and directly participates in the introduction of documents, standards and requirements for the protection of women's rights in national and international legislation;

III. DUTIES OF ADVISORY BOARDS

8. In accordance with the duties assigned to the advisory councils, the following

- perform their activities in accordance with the legislation of the Republic of Uzbekistan and this Regulation;

- compliance with the requirements of the Law on public control;

- do not allow insulting the honor and dignity of citizens, interfering in their personal life;

9. Advisory councils may have other obligations provided for by law.

 

IV. RIGHTS OF ADVISORY COUNCILS

10. Advisory councils shall have the following rights:

- who has shown activity and initiative in the life of society and the state, with his effective work has made a worthy contribution to the strengthening of family harmony and well-being, the protection of motherhood and childhood, as well as raising a healthy and mature generation, raising them in the spirit of loyalty to the Motherland , to the Ministry of Higher and Secondary Special Education in connection with the awarding of the badge of "Reputable Woman" to women who are doing exemplary work in the field of healing the spiritual and moral environment and widely promoting national values. make suggestions;

- Under the authority of Advisory Councils to the Ministry of Higher and Secondary Special Education

making proposals on issues;

- in order to increase the effectiveness of the assigned tasks, to organize and hold various competitions and sports competitions among women in the educational institution;

- getting acquainted with housing and social-household conditions of women in the educational institution, especially women in need of help and women in severe social situations, including women with disabilities;

- Cooperation with mass media on coverage of the issues discussed at the meetings of the advisory councils;

- to organize seminars, roundtable discussions and other events to fulfill assigned tasks, and invite officials of state bodies and public organizations and neighborhood activists to them if necessary.

 

V. ORGANIZATION OF ADVISORY COUNCIL ACTIVITIES PROCEDURE

 

12. Advisory councils are managed by the chairman of the council in accordance with the established procedure.

13. Chairmen of advisory councils by secret voting of women

elected by a two-thirds vote.

14. The composition of the advisory councils is approved every 3 years and consists of 10-21 members.

15. Chairmen of advisory councils:

- generally supervises the activities of advisory councils;

- Calls meetings of advisory councils and sets the agenda, presides over the meeting;

- Approves the work plans, minutes and other documents of the advisory councils, supervises the implementation of the decisions of the meeting.

16. Dean's advisers:

- improving the legal culture and literacy of female students

- carrying out work with girls brought up in orphanages

- creative, students who want to engage in scientific research, strengthen cooperation with pedagogic staff;

- prevention of various unpleasant situations among female students (psychotropic substances, crime, suicide, falling under the influence of various currents, human trafficking), ensuring the stability of the social and spiritual environment in families, regarding the sanctity of the family in cooperation with official organizations, to regularly carry out explanatory work, to create a list of women with the above negative character in secret from the public, to inform the management of the educational institution about this situation;

-Reports to the chairman of the Women's Advisory Council, carried out at the end of each month

17. Advisory councils, self-government bodies of citizens and others

cooperates with state bodies and public organizations;

18. In the absence of the chairman of the advisory councils, his powers and duties are performed by the deputy chairman.

19. The meeting of advisory councils is convened at least once a month based on the work plan;

- The initiative of the chairman of the advisory councils or the members of the advisory councils

20. Representatives of other state bodies, non-governmental non-commercial organizations and civil society institutions, neighborhood activists may be invited to the meetings of the advisory councils.

2l. The decision adopted at the meeting of the advisory councils is formalized with a protocol.

22. The chairman of the advisory council as a member of the scientific council of the higher education institution

reports once a year.
