Functions and assignments of the Department

1. The following are the main functions of the Department:

prevention and combating corruption offenses in a higher education institution;

ensuring the implementation of measures aimed at implementing to the field without corruption in the higher education system on the scale of the higher education institution;

implementation of the anti-corruption "compliance control" system in a higher education institution;

to determine the reasons and conditions for the occurrence of corruption violations in the higher education institution, as well as directions with a high risk of corruption;

Hold a briefing with relevant proposals on systemic problems and elimination of manifestations of corruption in a higher education institution;

ensuring the implementation of programs aimed at eliminating the causes and conditions of corruption violations in the higher educational institution and improving the effectiveness of anti-corruption measures;

coordination of public control aimed at combating corruption in a higher education institution. as well as conducting anti-corruption monitoring on the basis of modern methods and information and communication technologies;

development of proposals to study the generally recognized international standards and the positive experience of abroad in the sphere of anti-corruption and public control, as well as the implementation of advanced aspects;

Organization of sociological, scientific and other research and development of proposals on the state, trends and causes of corruption and the effectiveness of anti-corruption measures in a higher educational institution;

coordination of anti-corruption activities of the academic Lyceum under the higher education institution.

2. The department performs the following functions to perform the tasks assigned to it:

laws and legislative acts on the fight against corruption in a higher educational institution, as well as control over compliance with the decisions and orders of the ministry's jury;

develops measures and work plans aimed at preventing corruption offenses, ensures their full, high-quality and timely execution, studies the state of implementation of established measures, prepares data on their results;

carries out the project "Field without corruption" at the higher education institution;

develops projects of internal documents aimed at implementing measures to combat corruption in a higher education institution and includes them in the rector(director) for approval;

develops proposals to eliminate the corrupt norms identified in the internal documents of the higher educational institution;

evaluates corrupt risks in a higher education institution and develops plans for measures to reduce them;

the professors and teachers of the higher educational institution, management, technical, service and Educational Support Personnel, consider appeals and anonymous messages that arise about the risks and violations of the corrupt risk in their behavior and take measures in the established order;

maintains a register of Service investigations into the facts of corruption in a higher education institution;

participates in the analysis of conflicts of interest and the verification of the reliability of counterparties in the implementation of State harids;

monitors conflicts of interest between employees of the higher education institution and makes relevant proposals;

regularly arrange preventive conversations between professors and teachers of the higher educational institution, management, technical, service, teaching and support staff;

in order to identify corruption cases in the activities of the higher education institution, it conducts surveys between professors, management, technical, service personnel, teaching staff, students (undergraduates, doctoral students, independent researchers) and the population;

based on surveys, social and other studies, it regularly evaluates the results and effects of measures for anti-corruption propaganda and uses the results of assessments in determining further measures;

organizes conferences, meetings, seminars, competitions aimed at combating corruption among professors, students and young people;

evaluates the effectiveness of measures taken in the field of combating corruption in a higher education institution;

studies the conditions and reasons for the occurrence of corruption offenses in a higher educational institution, and also develops proposals for their elimination;

on the official website of the higher education institution, it ensures that the information in the "fight against corruption" section is regularly updated;

Quarterly and as necessary, the work carried out to combat corruption and the corrupt situation in the higher education institution is noted by the rector (director) and the Department of compliance control and anti-corruption of the Ministry of higher and secondary special education;

Compliance control and anti-corruption unit of the Ministry of higher and secondary special education and other government bodies and organizations that carry out anti-corruption activities will establish effective cooperation with parents in the anti-corruption sphere;

the higher education institution has control over the anti-corruption activities of the academic Lyceum;

the higher education institution monitors the work carried out against corruption, includes analytical materials in the leadership and the ministry.

12. The main functional tasks of the head of the department are as follows::

Provides general guidance to the department, organizes the work of the department, provides a full response on the implementation of the tasks and functions assigned to the department, as well as on the discipline of execution;

supervises compliance with laws, legislation on the fight against corruption in a higher educational institution;

develops measures and work plans aimed at preventing corruption offenses, ensuring their full, high-quality and timely execution;

organizes work aimed at the implementation of the project "Field without corruption" in the higher education institution;

prepares analytical materials on the fight against corruption based on the study of advanced foreign experiments;

civil society institutions, law enforcement and regulatory bodies, establish effective cooperation with parents in the anti-corruption sphere;

Compliance organizational training and professional development of individuals responsible for control and anti-corruption;

monitors the work carried out on the Prevention of corruption in the higher education institution, introduces analytical materials into the leadership;

develops documents on issues related to the activities of the department, and also ensures the consideration of projects of entered documents and prepares proposals;

it is included in the board of the higher education institution and takes part in meetings;

develops and ensures the implementation of measures to further improve the work of the Department;

it considers appeals of individuals and legal entities related to the activities of the department and fully adheres to executive discipline;

carries out other functional tasks within the framework of the competence of law documents.

13. The main functional tasks of the chief specialist are as follows::

higher education institutions organize meetings with pedagogical workers, student youth and individuals and legal entities to study the systemic problems that afflict them, identify the causes and conditions for the occurrence of corruption violations in higher education institutions, as well as areas with high risk of corruption;

participates in the recruitment of specialists in anti-corruption studies, investigations, taxilies and proposals to be developed;

it sets out the creation of materials such as audio-video rollers, photos and booklets and brochures from the anti-corruption educational and methodological nature;

organizes sociological, scientific and other surveys on the state, trends and causes of corruption in higher education institutions and the effectiveness of anti-corruption measures;

In the absence of the head of the department, the chief specialist coordinates the activities;

Carries out other functional tasks within the competence in accordance with legislative documents.
